Trade Compliance Sr Manager

GENERAL OBJECTIVE:
The Customs Compliance Sr. Manager will be responsible for developing and maintaining Mexico’s Trade Compliance (TC) Program, demonstrating strong ability to coordinate and lead operational teams, ensuring alignment with global and local policies.. The TC program will ensure compliance with import and export government regulations at all Company Mexico facilities. They will drive policy deployment and standard operating procedures in several core areas; such as Customs Compliance, Audit, IMMEX/FTZ, CTPAT, and HTS to create a robust and sustaining compliance program, as well as tariff strategy. This position will collaborate with other Global Trade Compliance professionals to create global standards and develop cross border improvements.

RESPONSIBILITIES / FUNCTIONS:
2.1 Organization, Plan and Control

• Develop and maintain Mexico Customs compliance policies at all manufacturing sites and facilities. Perform trade compliance audits (Free Trade Zone, IMMEX/ANNEX, CTPAT) based on annual calendar, report findings and track process improvements to completion. Provides regulatory guidance on all trade matters including; Audits, Investigations, Trainings, Corrective Actions / Improvement Plans.
• Monitor and analyze tariff updates and regulatory changes, including LIGIE, General Foreign Trade Rules, and other relevant government publications, ensuring accurate and timely compliance across all operations.
• Ensures all Corporate Trade Compliance Policies and Standards are communicated to the sites and stakeholders.
• Coordinate and collaborate with customs brokers and freight forwarders to ensure compliant and efficient execution of import and export activities, including proper classification, documentation, and customs processes.
• Lead and assist the team in identifying and executing tariff refund and reduction opportunities such as Drawback, PROSEC, VAT Certification, and other trade incentive programs.
• Maintain general knowledge of Mexico’s governmental trade structure, including but not limited to SAT, Secretaría de Economía, Customs Authorities, and related regulatory bodies and associations.

• Develop Free Trade Zone and IMMEX compliance standards to ensure sites have Process and Procedures in place. Audit annually, report findings and track process improvements to completion.
• Manage all Mexican customs / SAT audits. Coordinate with site import/expo managers, Finance/Tax, legal counsel, external and legal counsel, Sr Director Global Trade as needed.
• Manage CTPAT and OEA Security Program. Develop policies, procedures, requirements for all Mexico CTPAT Sites. Audit Annually. report findings and track process improvements to completion. Individual sites will manage CTPAT/OEA annual certification.
• Develop and maintain HTS policy and procedure for Mexico. Continually review and validate HTS Schedule.
•Summarize technical and regulatory information and prepare executive-level reporting for leadership in the United States and other regions.
• Ensure / Implement compliance metrics to track trade compliance processes and operations.
• Establish and maintain relationships with CBP, FDA, customs brokers and other third party vendors involved in the import and export process.
• Support all mergers/acquisitions for Mexico Divisions. Subject matter expert (SME) for Trade Compliance Regulations, Processess, Requirements and Standards.
• Support Company Unify projects for Trade Compliance: Customs Systems, IMMEX, IMMEX Registrations IMMEX Extensions, VAT Certification, Prosec, Policy/Procedures.
